Georgia-Russia peace talks in Geneva fail

"... EU's special representative for the conflict in Georgia, Pierre Morel, told reporters that “unspecified difficulties” had forced the parties to suspend the talks. New consultations have provisionally been set for 19 November.

However, others at the conference, which was held in Geneva, said the talks collapsed because the Russian delegation refused to participate in a plenary session unless officials from South Ossetia and Abkhazia were allowed in, while Georgia insisted they could only participate in informal working groups on the sidelines of the meeting, which was held in Geneva."
